Narrative:
Arrived in boi area at time when air force 2 was departing. Airport was closed. Held VMC northeast of airport for approximately 5 mins. Cleared for visual approach. Approach did not hand me off to tower. I forgot to call tower. Landed west/O landing clearance. Talked with tower chief on phone. No traffic conflicts. I reported the incident to my management. How the problem arose: the captain, first officer and approach controller all forgot at the same time about switching to tower frequency. How it was discovered: when the first officer requested permission to cross the parallel runway. Contributing factors: nonroutine operations, ie, airport closed. I was conducting initial operating experience with the first officer. To this day, I remember hearing 'cleared to land,' when probably what I heard was 'cleared for the visual.' this is probably due to me hearing what I wanted to hear. From the time that I was cleared for the visual until the time I actually landed was approximately 3 mins. I'm a bit surprised that I was never contacted on approach frequency prior to landing concerning switching to tower frequency since the tower chief stated that the tower controllers tried twice to call me while I was on final--first attempt was while I was on a 5 mi final.
