Narrative:
The ILS runway 31R DME morse code at jfk is intermittent. Every 3 or 4 repetitions it completes properly; but most of the time it stutters along the way and misses a dot or part of a dash here and there. This results in the FMS failing to automatically identification the ILS (it listens to the DME code for identification purposes). I verified this in several aircraft to rule out a reciever problem. I notified jfk tower of the problem; but he tried to verify it with a flight behind us and they reported no problems. Unfortunately I'm not sure they understood that we were specifically reporting only the DME morse code and may have checked the localizer DME or the ILS in general instead. As a result I am sure that ATC will ignore our report. Fix jfk ILS 31R DME morse code transmitter.
