Narrative:
Working lnk sector at R-90 combined with controller in charge for R-90. Aircraft called approach for clearance off mle. Clearance was issued and aircraft departed. Airport was closed due to weather. Did not hear controller issue clearance. Pilot departed closed airport. Recommendation; do not have lnk sector stand alone; this way R-90 controller in charge would be monitoring oma sector and paying attention to all positions not just lnk sector.

Title: R90 controller described an event when IFR traffic was released from MLE during a temporary snow removal closure; reporter indicating improved CIC monitoring procedures could prevent future same type events.
Narrative: Working LNK sector at R-90 combined with CIC for R-90. Aircraft called approach for clearance off MLE. Clearance was issued and aircraft departed. Airport was closed due to weather.
