Narrative:

Direct by iad after takeoff to turn right to heading of 090 degrees, complied. Our WX radar indicated line of thunderstorms 5 mi ahead. Requested heading change. No reply advised we were turning right to avoid thunderstorms to 330 degrees. Controller later called with another heading change and insisted we do not deviate under any circumstances. Cause of problem: controller insisted on endangering crew and passenger by putting aircraft on heading with thunderstorms. Prevention: controller should have WX radar and pilot should continue to have authorization to deviate as necessary to avoid hazards and danger.

Narrative: DIRECT BY IAD AFTER TKOF TO TURN RIGHT TO HDG OF 090 DEGS, COMPLIED. OUR WX RADAR INDICATED LINE OF TSTMS 5 MI AHEAD. REQUESTED HDG CHANGE. NO REPLY ADVISED WE WERE TURNING RIGHT TO AVOID TSTMS TO 330 DEGS. CTLR LATER CALLED WITH ANOTHER HDG CHANGE AND INSISTED WE DO NOT DEVIATE UNDER ANY CIRCUMSTANCES. CAUSE OF PROB: CTLR INSISTED ON ENDANGERING CREW AND PAX BY PUTTING ACFT ON HDG WITH TSTMS. PREVENTION: CTLR SHOULD HAVE WX RADAR AND PLT SHOULD CONTINUE TO HAVE AUTHORIZATION TO DEVIATE AS NECESSARY TO AVOID HAZARDS AND DANGER.
