Narrative:
I was handed in operations the prepared manifest for said flight. I checked it and signed it. According to the manifest there were to be 19 passenger, 1500 pounds of fuel and no luggage. With 19 passenger and this amount of fuel, the particular aircraft we were flying was at its maximum gross weight. During the flight preparation I checked the forward and aft luggage compartments twice. They were completely empty. Of significance is the fact that this aircraft had had a maintenance problem and was not given the maintenance release. I had to go back to operations to get them to find a mechanic to give the maintenance release. The release was finally given and all other flight preparations having been made, the passenger were boarded and we took off for tortola, beef island airport. Upon arrival in tortola we saw luggage being unloaded from our plane. I knew nothing about the luggage. I followed the established procedures. I studied the manifest that was handed me in operations in sju, signed it, checked the 2 luggage compartments twice (they were empty) and performed my other preparations for departure. It had to have been when I went back into operations for the mechanic that they put luggage in my plane west/O saying anything about it.

Title: SMT TKOF FROM SJU OVERWEIGHT.
Narrative: I WAS HANDED IN OPS THE PREPARED MANIFEST FOR SAID FLT. I CHKED IT AND SIGNED IT. ACCORDING TO THE MANIFEST THERE WERE TO BE 19 PAX, 1500 LBS OF FUEL AND NO LUGGAGE. WITH 19 PAX AND THIS AMOUNT OF FUEL, THE PARTICULAR ACFT WE WERE FLYING WAS AT ITS MAX GROSS WT. DURING THE FLT PREPARATION I CHKED THE FORWARD AND AFT LUGGAGE COMPARTMENTS TWICE. THEY WERE COMPLETELY EMPTY. OF SIGNIFICANCE IS THE FACT THAT THIS ACFT HAD HAD A MAINT PROB AND WAS NOT GIVEN THE MAINT RELEASE. I HAD TO GO BACK TO OPS TO GET THEM TO FIND A MECH TO GIVE THE MAINT RELEASE. THE RELEASE WAS FINALLY GIVEN AND ALL OTHER FLT PREPARATIONS HAVING BEEN MADE, THE PAX WERE BOARDED AND WE TOOK OFF FOR TORTOLA, BEEF ISLAND ARPT. UPON ARR IN TORTOLA WE SAW LUGGAGE BEING UNLOADED FROM OUR PLANE. I KNEW NOTHING ABOUT THE LUGGAGE. I FOLLOWED THE ESTABLISHED PROCS. I STUDIED THE MANIFEST THAT WAS HANDED ME IN OPS IN SJU, SIGNED IT, CHKED THE 2 LUGGAGE COMPARTMENTS TWICE (THEY WERE EMPTY) AND PERFORMED MY OTHER PREPARATIONS FOR DEP. IT HAD TO HAVE BEEN WHEN I WENT BACK INTO OPS FOR THE MECH THAT THEY PUT LUGGAGE IN MY PLANE W/O SAYING ANYTHING ABOUT IT.
