Narrative:

Large transport X departed lga runway 13 on a whitestone climb. He was very slow in climbing to 1500' and very slow to start a left turn to 040 degree after reaching 1500'. Medium large transport Y departed runway 13 and contacted lga departure radar at 1500'. I instructed medium large transport Y to continue present heading and maintain 2000' to prevent medium large transport Y from turning and climbing into large transport X. By the time I could turn medium large transport Y a system deviation had occurred (penetration of jfk airspace). The penetration was observed by a jfk controller and reported as I was involved with some other aircraft and coordination.
