Narrative:
During VFR flight heading wbound at 6500' MSL, I observed a military jet aircraft at my 2 O'clock position at my same altitude, heading directly toward me. I estimate his distance to have been less than 2 mi and the closure rate to be very fast. I turned the aircraft abruptly to the left and descended simultaneously. I next saw the other aircraft after it passed over me in a turn to the right (south). Callback conversation with reporter revealed the following: reporter was monitoring har approach, but was not in communication with them since he was an overfly. Could only estimate distance of miss as it was so fast, but assumed the fgt saw him about same time as fgt made a turn. After incident heard har approach pass fgt off to ARTCC, so assumed fgt was under their controller, but approach never gave the fgt the small aircraft as traffic. Did not follow up by calling har approach after incident.

Title: NMAC BETWEEN GA-SMA AND FGT.
Narrative: DURING VFR FLT HDG WBOUND AT 6500' MSL, I OBSERVED A MIL JET ACFT AT MY 2 O'CLOCK POS AT MY SAME ALT, HDG DIRECTLY TOWARD ME. I ESTIMATE HIS DISTANCE TO HAVE BEEN LESS THAN 2 MI AND THE CLOSURE RATE TO BE VERY FAST. I TURNED THE ACFT ABRUPTLY TO THE LEFT AND DSNDED SIMULTANEOUSLY. I NEXT SAW THE OTHER ACFT AFTER IT PASSED OVER ME IN A TURN TO THE RIGHT (S). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR WAS MONITORING HAR APCH, BUT WAS NOT IN COM WITH THEM SINCE HE WAS AN OVERFLY. COULD ONLY ESTIMATE DISTANCE OF MISS AS IT WAS SO FAST, BUT ASSUMED THE FGT SAW HIM ABOUT SAME TIME AS FGT MADE A TURN. AFTER INCIDENT HEARD HAR APCH PASS FGT OFF TO ARTCC, SO ASSUMED FGT WAS UNDER THEIR CTLR, BUT APCH NEVER GAVE THE FGT THE SMA AS TFC. DID NOT FOLLOW UP BY CALLING HAR APCH AFTER INCIDENT.
