Narrative:
During the warrd 2 arrival, communications with ZDC on 132.05 were consistently blocked by an unknown. Anytime the center controller would say, 'air carrier a XXX,' interference began making compliance with instructions very difficult, however knowing expected clearance and portions of xmissions allowed compliance with ATC instructions. Only air carrier a xmissions were being blocked. Although difficult to determine who/what, it is an excellent reminder that often the challenges in flying are manmade!
