Narrative:
I was level at 7500' MSL eastbound when I saw approaching aircraft at my 11 O'clock. I did not see the other plane until it was approximately 750' away. He did not either. He was climbing and going from my left to right. I made a 30-45 degree descending turn to my right. He did also. I had previously scanned the airspace in front of me 10-15 seconds before the incident. His line of flight was in the corner of my windshield being blocked by pillar. Callback conversation with reporter revealed the following: callback to get name and address to return identification slip. Conversation revealed other made right hand turn also and was ascending and passed in front of reporter's aircraft. He has heard nothing more from the incident and not positive other aircraft saw him or was just making the turn to go outbnd on the arwy. The reporter's aircraft was inbound to VOR on.

Title: NMAC BETWEEN GA-SMA IN CRUISE AND UNKNOWN GA-SMA CLIMBING.
Narrative: I WAS LEVEL AT 7500' MSL EBND WHEN I SAW APCHING ACFT AT MY 11 O'CLOCK. I DID NOT SEE THE OTHER PLANE UNTIL IT WAS APPROX 750' AWAY. HE DID NOT EITHER. HE WAS CLBING AND GOING FROM MY LEFT TO RIGHT. I MADE A 30-45 DEG DSNDING TURN TO MY RIGHT. HE DID ALSO. I HAD PREVIOUSLY SCANNED THE AIRSPACE IN FRONT OF ME 10-15 SECS BEFORE THE INCIDENT. HIS LINE OF FLT WAS IN THE CORNER OF MY WINDSHIELD BEING BLOCKED BY PILLAR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CALLBACK TO GET NAME AND ADDRESS TO RETURN ID SLIP. CONVERSATION REVEALED OTHER MADE RIGHT HAND TURN ALSO AND WAS ASCENDING AND PASSED IN FRONT OF REPORTER'S ACFT. HE HAS HEARD NOTHING MORE FROM THE INCIDENT AND NOT POSITIVE OTHER ACFT SAW HIM OR WAS JUST MAKING THE TURN TO GO OUTBND ON THE ARWY. THE RPTR'S ACFT WAS INBND TO VOR ON.
