Narrative:
[There was] moderate icing on the downwind. Approach was running 40 mile finals out over the lake. Icing continued to get worse and the ceiling was coming down to localizer minimums for runway xx. Icing continued to get worse and we were discussing declaring an emergency when ATC cleared us for the approach. On a ten mile final; the aircraft in front of us went around. We had 6.8K on the fuel and could not even see the wing anymore. Approach told us to go around and climb to eight thousand I said we are now an emergency we need to be on the ground as soon as possible on any runway. We landed on yyl with fair braking.

Title: Faced with dwindling fuel reserves and rapidly accumulating ice; an A319 flight crew declared an emergency in order to get an expedited approach.
