Narrative:

We conducted a position flight to sut. The weather at sut at the time of our arrival was VFR with winds out of the south favoring runway 23. We entered the traffic pattern with no reported traffic in the vicinity. We entered the traffic pattern from an upwind leg position to a downwind leg; and then turned base leg to final. We communicated our position at every phase of the traffic pattern on the unicom frequency. While turning final another aircraft acknowledged our communication and stated he was holding short of runway 23 for the landing jet. As the main gear of our jet was touching down and as we were lowering the nosewheel of the jet we noticed that there was an airplane on the runway. We immediately applied max braking and as we were rolling out the airplane in front of us lifted off the runway. At no time did the airplane announce his intentions. The airplane belonged to a local operator on the field. We later deduced the airplane entered the runway from taxiway 'D' delta and took off. We taxied to the FBO; shut down the aircraft and we immediately spoke with the FBO personnel to ascertain information regarding the aircraft. We then called the company and reported to the incident to the flight duty officer. The incident was caused due to the other aircraft pilot's lack of communication and situational awareness and lack of basic uncontrolled airport operations when traffic is in the pattern. Pilot of the other aircraft should be contacted and questioned as to the incident and then given re-training in the areas of uncontrolled airport operations and runway incursion training.

Title: On CTAF; a jet aircraft crew landed on SUT Runway 23. During the landing roll a light aircraft entered the runway at a high speed unannounced; then took off; forcing the jet crew to use maximum braking to avoid it.
