Narrative:
While departing runway 5R at rdu another aircraft was departing runway 5L simultaneously. WX was 5 scattered, 25 overcast, 5F. Our departure clearance was runway heading maintain 5000'. After breaking out between layers at 3000' the other aircraft was approximately 11 O'clock, 1000' ahead. I initially took my own 10 degree turn to the right. As we went back into the clouds, we queried departure control re: the traffic. About that time we were given a turn to 090 degrees, followed by an immediate turn to 120 degrees. Investigation showed the aircraft departing runway 5L was given a turn to 035 degrees, following takeoff and he failed to turn. Callback conversation with reporter revealed the following: reporter gave type aircraft for air carrier Y. Says Y was off ground ahead of air carrier X. The 2 aircraft were on different tower frequencys and then on different departure control frequencys. Learned later that air carrier Y had received and acknowledged for left turn to heading 035 degrees after takeoff, but that new first officer was flying and got so busy in cockpit that he forgot the turn and PIC did not catch error.

Title: LESS THAN STANDARD SEPARATION BETWEEN 2 ACR ON DEP FROM PARALLEL RWYS. PLT DEVIATION.
Narrative: WHILE DEPARTING RWY 5R AT RDU ANOTHER ACFT WAS DEPARTING RWY 5L SIMULTANEOUSLY. WX WAS 5 SCATTERED, 25 OVCST, 5F. OUR DEP CLRNC WAS RWY HDG MAINTAIN 5000'. AFTER BREAKING OUT BTWN LAYERS AT 3000' THE OTHER ACFT WAS APPROX 11 O'CLOCK, 1000' AHEAD. I INITIALLY TOOK MY OWN 10 DEG TURN TO THE RIGHT. AS WE WENT BACK INTO THE CLOUDS, WE QUERIED DEP CTL RE: THE TFC. ABOUT THAT TIME WE WERE GIVEN A TURN TO 090 DEGS, FOLLOWED BY AN IMMEDIATE TURN TO 120 DEGS. INVESTIGATION SHOWED THE ACFT DEPARTING RWY 5L WAS GIVEN A TURN TO 035 DEGS, FOLLOWING TKOF AND HE FAILED TO TURN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR GAVE TYPE ACFT FOR ACR Y. SAYS Y WAS OFF GND AHEAD OF ACR X. THE 2 ACFT WERE ON DIFFERENT TWR FREQS AND THEN ON DIFFERENT DEP CTL FREQS. LEARNED LATER THAT ACR Y HAD RECEIVED AND ACKNOWLEDGED FOR LEFT TURN TO HDG 035 DEGS AFTER TKOF, BUT THAT NEW F/O WAS FLYING AND GOT SO BUSY IN COCKPIT THAT HE FORGOT THE TURN AND PIC DID NOT CATCH ERROR.
