Narrative:
During descent into tol, ATC advised us that we were to be vectored for the visibility approach to runway 25. There were not many other people on the frequency, so we asked ATC that with the winds being very light, if it would work out if we requested runway 7 for a straight in approach. ATC informed us that he would work on it. After a descent to 6000' and 8 mi northwest of the airport, ATC cleared us, air carrier X, for the visibility approach to runway 7. In order to make the runway, we turned onto a left base to runway 7 and started a flight idle descent and slowing the aircraft to flap and gear speed. Descent rate at this point was 2000 FPM. At about 4 mi to the airport we heard an air carrier Y mdt communication on to the departure frequency, reporting a climb out of 2000' MSL, off of runway 25 on a 270 degree heading. At this point we started to look for the other mdt. ATC all of a sudden issued a clearance for air carrier Y to maintain 2500' MSL and for us to maintain 3500' MSL. I saw the mdt at about 3/4 mi in front of us and by the time we stopped our descent we leveled off at 3300'. I questioned ATC about the other air carrier and just entered a downwind for runway 25 and landed normally. I advised our dispatch and flight operations about this, and they have a report on file.

Title: LESS THAN STANDARD SEPARATION OCCURS BETWEEN AN ARR AND DEP ACFT WHO ARE OPPOSITE DIRECTION TRAFFIC. ARR ACFT'S PIC HAD REQUESTED APCH TO RWY OPPOSITE FROM DEP TRAFFIC.
Narrative: DURING DSNT INTO TOL, ATC ADVISED US THAT WE WERE TO BE VECTORED FOR THE VIS APCH TO RWY 25. THERE WERE NOT MANY OTHER PEOPLE ON THE FREQ, SO WE ASKED ATC THAT WITH THE WINDS BEING VERY LIGHT, IF IT WOULD WORK OUT IF WE REQUESTED RWY 7 FOR A STRAIGHT IN APCH. ATC INFORMED US THAT HE WOULD WORK ON IT. AFTER A DSNT TO 6000' AND 8 MI NW OF THE ARPT, ATC CLRED US, ACR X, FOR THE VIS APCH TO RWY 7. IN ORDER TO MAKE THE RWY, WE TURNED ONTO A LEFT BASE TO RWY 7 AND STARTED A FLT IDLE DSNT AND SLOWING THE ACFT TO FLAP AND GEAR SPD. DSNT RATE AT THIS POINT WAS 2000 FPM. AT ABOUT 4 MI TO THE ARPT WE HEARD AN ACR Y MDT COM ON TO THE DEP FREQ, RPTING A CLB OUT OF 2000' MSL, OFF OF RWY 25 ON A 270 DEG HDG. AT THIS POINT WE STARTED TO LOOK FOR THE OTHER MDT. ATC ALL OF A SUDDEN ISSUED A CLRNC FOR ACR Y TO MAINTAIN 2500' MSL AND FOR US TO MAINTAIN 3500' MSL. I SAW THE MDT AT ABOUT 3/4 MI IN FRONT OF US AND BY THE TIME WE STOPPED OUR DSNT WE LEVELED OFF AT 3300'. I QUESTIONED ATC ABOUT THE OTHER ACR AND JUST ENTERED A DOWNWIND FOR RWY 25 AND LANDED NORMALLY. I ADVISED OUR DISPATCH AND FLT OPS ABOUT THIS, AND THEY HAVE A RPT ON FILE.
