Narrative:

Aircraft X was cleared for takeoff runway 18R with instructions; RNAV to larrn. Aircraft X read back; 'runway 18R cleared for takeoff.' I watched him for about 3.5 - 4 miles and he appeared to be on the correct departure course. I was told a few minutes later; at around 4 miles; he turned left. My supervisor asked me what I told him. While I did tell him to RNAV to larrn; the pilot did not read that portion back. I was told a pilot deviation would be filed and I should have had the pilot read back RNAV to larrn. When given the briefing on RNAV and telling the pilots the first fix; I specifically asked if the pilots had to read it back. I was told no; we only had to correct incorrect read backs. Recommendation: either have us get the read back or don't. I believe whether the pilot read it back or not; he still would have flown the SID incorrectly. Maybe we [should] just give all foreign call signs a heading since this seems to be a recurring issue.

Title: DWF Controller described a wrong turn event when a foreign aircraft was instructed to 'RNAV to LARRN;' but failed to initiate the turn. The reporter was also questioned with regard to a specific clearance read back.
