Narrative:
The plane departed the FBO maintenance ramp for a post maintenance and pre-buy flight with myself and the buyers agent in the aircraft. The planned flight (IFR plan) was round robin out and back. The takeoff and climb out and all checks during the flight were normal with only a few minor squawks discovered. The tests were concluded and we returned to the departure airport from a couple ILS to runway 11. The approach and touchdown were normal and as I tapped the brakes and applied thrust reverse; it became obvious there was a problem. The brakes were locked and both main tires were blown as a result. Maintenance is inspecting the plane for a fault determination; anti-skid is a suspect. There were no injuries.

Title: A C550 returned from a test flight and upon landing a suspected antiskid malfunction locked the brakes locked causing flat tires.
