Narrative:
Unable to comply with the merged air carrier MEL/cdl for a deferred right engine starter valve did not open [procedure]; 'right engine start valve inoperative.' the current MEL/cdl item cannot be complied with: step 'D' of the flight crew's actions requires the flight crew to 'refer to the flight manual additional procedures / start valve manual operation.' however; with the many changes in the flight manual; there is no longer an additional procedures chapter; nor is there a 'start valve manual operations' procedure. Dispatch; maintenance control; local maintenance; and the acting chief pilot were unable to confirm in writing that it was ok to use [the aircraft's] supplemental procedures manual override start procedures to start the engine. Maintenance replaced the starter. The merged air carrier has not updated all the MEL/cdl procedures and this lead to the confusion. Additionally; they were unable to confirm what the correct procedures were in writing to start the engine.
