Narrative:
A CRJ2 proceeding direct to a fix for the Hedly1 SID assigned 070. A B737 arrival [was] on the STAR descending to 080. The CRJ2 was observed climbing through 080 at the same time approach called to see what he was doing as his arrival was descending. The CRJ2 was questioned as to the altitude and stated he was given 160. The CRJ2 was instructed to expedite and turn to a heading of 270 and issued traffic. He did not call traffic in sight and was slow in the turn. The CRJ2 rolled out abeam the B737 as they both turned westbound with approximately 2 miles lateral and 400 ft vertical. Either the CRJ2 was assigned 070 and read back incorrectly and I missed the read back; or I incorrectly issued 160 believing I had issued 070. Human error either way and would not recommend changes to airspace or procedures.
