Narrative:
An A320 was cleared for take off from runway 1L on the OFFSH5 SID. A G4 was cleared for take off from runway 28R at east (an intersection departure) on the PORTE3 SID. I observed both the take off and start of the left turn by the A320 and the take off of the G4 and frequency changed both aircraft to departure; I then returned my attention to loading the next runway 1 departures and checking on the positions of the next runway 28 arrivals. The traffic management coordinator called my attention to the A320 continuing the left turn (off of the SID) downwind conflicting with the G4. The local assist coordinator was told to stop the G4 at 2;000 ft: he told them the G4 was frequency changed but that we would issue the instruction (I did with no response.) we observed the A320 turn westbound to parallel the G4. Recommend visually ensuring the departures fly the actual sids before frequency change.
