Narrative:

The trip was a regularly scheduled passenger flight between san diego and phoenix. Over imperial VOR at FL290, ZLA gave us a vector for spacing on traffic. Prior to bard VOR we were asked to change frequencys to ZAB. Over bard the center said we were 6 mi south of course and in a restr area. He stated we were supposed to be on the arwy and to make an immediate turn to 020 degrees. I apologized and attempted to explain that we did not acknowledge a change in our clearance. Prior to reaching 020 degrees in my turn I crossed the arwy 075 degree right at 10 DME. The controller was now upset that I went through the arwy. We were not told to intercept, only to turn to 020 degrees. However, we did join the arwy at 20 mi east of bard. There was 1 major contributing factor: wind--120 KTS from the south. The problem arose because of poor communications and misunderstandings.

Title: INTRAFAC COORD NOT COMPLETED AFTER FIRST CTLR VECTORED ACR MLG OFF ARWY FOR SPACING. THE SECOND CTLR VECTORED THE ACFT AWAY FROM MEXICAN AIRSPACE AND THROUGH THE AIRWAY.

PRIOR TO BARD VOR WE WERE ASKED TO CHANGE FREQS TO ZAB. OVER BARD THE CENTER SAID WE WERE 6 MI S OF COURSE AND IN A RESTR AREA. HE STATED WE WERE SUPPOSED TO BE ON THE ARWY AND TO MAKE AN IMMEDIATE TURN TO 020 DEGS. I APOLOGIZED AND ATTEMPTED TO EXPLAIN THAT WE DID NOT ACKNOWLEDGE A CHANGE IN OUR CLRNC. PRIOR TO REACHING 020 DEGS IN MY TURN I CROSSED THE ARWY 075 DEG R AT 10 DME. THE CTLR WAS NOW UPSET THAT I WENT THROUGH THE ARWY. WE WERE NOT TOLD TO INTERCEPT, ONLY TO TURN TO 020 DEGS. HOWEVER, WE DID JOIN THE ARWY AT 20 MI E OF BARD. THERE WAS 1 MAJOR CONTRIBUTING FACTOR: WIND--120 KTS FROM THE S. THE PROB AROSE BECAUSE OF POOR COMS AND MISUNDERSTANDINGS.
