Narrative:
Cvg ground control issued our flight (air carrier X) a clearance to taxi to runway 27L via taxiway 'G' with clearance to cross runway 27R. As we were crossing 27R we noted commuter Y was at the departure end of 27R, we expedited across 27R and proceed to 27L. As we switched over to tower on 118.3 we heard aircraft Y pilot asking tower why they had been cleared for takeoff and then have us taxi across 27R in front of them. The tower controller then said 'that there had been a miscom between tower and ground.' the captain then asked tower if there was a problem and tower said no and then cleared us for takeoff. As we were climbing out tower said to contact departure. Again the captain asked if anything would be done and tower said no, nothing would be done or reported. It appeared to me that it was exactly as the tower controller said, 'a miscom between ord and tower.' as we were on ground frequency and air carrier Y was on tower frequency, neither one of us could possibly know what clrncs or instructions were issued to each other. Supplemental information from acn 99438: commuter Y was taxied to runway 27R. Air carrier X called next and was taxied to runway 27R. He didn't move for about 2 mins, then I observed him taxiing towards taxiway G for runway 27L. Asked him if he would rather have runway 27L. He answered affirmative, so I taxied him to runway 27L and did not issue hold short of runway 27R.

Narrative: CVG GND CTL ISSUED OUR FLT (ACR X) A CLRNC TO TAXI TO RWY 27L VIA TXWY 'G' WITH CLRNC TO CROSS RWY 27R. AS WE WERE XING 27R WE NOTED COMMUTER Y WAS AT THE DEP END OF 27R, WE EXPEDITED ACROSS 27R AND PROCEED TO 27L. AS WE SWITCHED OVER TO TWR ON 118.3 WE HEARD ACFT Y PLT ASKING TWR WHY THEY HAD BEEN CLRED FOR TKOF AND THEN HAVE US TAXI ACROSS 27R IN FRONT OF THEM. THE TWR CTLR THEN SAID 'THAT THERE HAD BEEN A MISCOM BTWN TWR AND GND.' THE CAPT THEN ASKED TWR IF THERE WAS A PROB AND TWR SAID NO AND THEN CLRED US FOR TKOF. AS WE WERE CLBING OUT TWR SAID TO CONTACT DEP. AGAIN THE CAPT ASKED IF ANYTHING WOULD BE DONE AND TWR SAID NO, NOTHING WOULD BE DONE OR REPORTED. IT APPEARED TO ME THAT IT WAS EXACTLY AS THE TWR CTLR SAID, 'A MISCOM BTWN ORD AND TWR.' AS WE WERE ON GND FREQ AND ACR Y WAS ON TWR FREQ, NEITHER ONE OF US COULD POSSIBLY KNOW WHAT CLRNCS OR INSTRUCTIONS WERE ISSUED TO EACH OTHER. SUPPLEMENTAL INFO FROM ACN 99438: COMMUTER Y WAS TAXIED TO RWY 27R. ACR X CALLED NEXT AND WAS TAXIED TO RWY 27R. HE DIDN'T MOVE FOR ABOUT 2 MINS, THEN I OBSERVED HIM TAXIING TOWARDS TXWY G FOR RWY 27L. ASKED HIM IF HE WOULD RATHER HAVE RWY 27L. HE ANSWERED AFFIRMATIVE, SO I TAXIED HIM TO RWY 27L AND DID NOT ISSUE HOLD SHORT OF RWY 27R.
