Narrative:
We were cleared for takeoff on 17L at tulsa international. Passing 1000' we were told we had traffic at 12-1 O'clock, 2 mi our altitude, eastbound. We did not see the aircraft. The tower controller said turn 20 degree right to avoid the aircraft. I thought since he was eastbound they were turning us behind him. We turned and the first officer said level off, he's at 12 O'clock just high. I pushed the nose over and we went directly under an small aircraft at about 500-600' vertical clearance. When I looked back at the gauges we were descending at 1000 FPM. We told the tower and he said 'roger, contact departure.' after landing at dallas love our chief pilot called tower at tulsa and was told there was controller training in progress and the trnee had meant for us to turn 20 degree left rather than right! The small aircraft had just taken off from 17R and given a left turn out. We should have been issued this traffic before takeoff. At 20 degree nose up after lift off it is extremely difficult to see other aircraft. This could have been a very costly oversight.

Title: CLOSE PROX ACR-MLG GA-SMA IN TUL TRAFFIC.
Narrative: WE WERE CLRED FOR TKOF ON 17L AT TULSA INTL. PASSING 1000' WE WERE TOLD WE HAD TFC AT 12-1 O'CLOCK, 2 MI OUR ALT, EBND. WE DID NOT SEE THE ACFT. THE TWR CTLR SAID TURN 20 DEG R TO AVOID THE ACFT. I THOUGHT SINCE HE WAS EBND THEY WERE TURNING US BEHIND HIM. WE TURNED AND THE F/O SAID LEVEL OFF, HE'S AT 12 O'CLOCK JUST HIGH. I PUSHED THE NOSE OVER AND WE WENT DIRECTLY UNDER AN SMA AT ABOUT 500-600' VERT CLRNC. WHEN I LOOKED BACK AT THE GAUGES WE WERE DSNDING AT 1000 FPM. WE TOLD THE TWR AND HE SAID 'ROGER, CONTACT DEP.' AFTER LNDG AT DALLAS LOVE OUR CHIEF PLT CALLED TWR AT TULSA AND WAS TOLD THERE WAS CTLR TRNING IN PROGRESS AND THE TRNEE HAD MEANT FOR US TO TURN 20 DEG L RATHER THAN R! THE SMA HAD JUST TAKEN OFF FROM 17R AND GIVEN A L TURN OUT. WE SHOULD HAVE BEEN ISSUED THIS TFC BEFORE TKOF. AT 20 DEG NOSE UP AFTER LIFT OFF IT IS EXTREMELY DIFFICULT TO SEE OTHER ACFT. THIS COULD HAVE BEEN A VERY COSTLY OVERSIGHT.
