Narrative:
Small transport northeast bound was in handoff status to sector 20 at FL270 from sector 36. Approximately 10 mi from the sector boundary I called to see if sector 20 was going to accept the handoff. At that time sector 20 told me to spin the aircraft. While making a 360 degree turn the small transport penetrated sector 20 airspace. I was subsequently charted with a system deviation. In my opinion, my being charted with a system deviation for following the receiving controller's specific instructions is ridiculous. I was following control instructions issued by the receiving controller. In my opinion this constitutes coordination.

Title: ACFT PENETRATED ADJACENT AIRSPACE WITHOUT AUTHORIZATION.
Narrative: SMT NE BOUND WAS IN HDOF STATUS TO SECTOR 20 AT FL270 FROM SECTOR 36. APPROX 10 MI FROM THE SECTOR BOUNDARY I CALLED TO SEE IF SECTOR 20 WAS GOING TO ACCEPT THE HDOF.
