Narrative:

This problem is a result of foreign individuals flying in us airspace west/O the ability to speak and understand proficiently the english language. These immigrants are of foreign background. It is not uncommon to monitor a simple conversation between pilot and controller proceeding needlessly back and forth due to a lack of proficiency of the english language of the pilot. This report is not a result of 1 incident, but rather a series of occurrences which I feel have gone too far. These individuals obviously do not meet the requirements as prescribed far 61.83. I often can hear the aggravation in the controller's voice when he must ask (sometimes 3 attempts) again a location, pilot's intent, or even an altitude. This also leads to aggravation in other pilots which must share the airspace and safety with these foreign immigrants. I believe more stringent and explicit guidelines should be set forth to ensure more safety with regard to this report.

Title: GA PLT COMPLAINT ABOUT RADIO COM PROBLEMS IN FTW AREA BECAUSE OF LANGUAGE BARRIER WITH FOREIGN TRAINEES.

Narrative: THIS PROB IS A RESULT OF FOREIGN INDIVIDUALS FLYING IN U.S. AIRSPACE W/O THE ABILITY TO SPEAK AND UNDERSTAND PROFICIENTLY THE ENGLISH LANGUAGE. THESE IMMIGRANTS ARE OF FOREIGN BACKGROUND. IT IS NOT UNCOMMON TO MONITOR A SIMPLE CONVERSATION BTWN PLT AND CTLR PROCEEDING NEEDLESSLY BACK AND FORTH DUE TO A LACK OF PROFICIENCY OF THE ENGLISH LANGUAGE OF THE PLT. THIS RPT IS NOT A RESULT OF 1 INCIDENT, BUT RATHER A SERIES OF OCCURRENCES WHICH I FEEL HAVE GONE TOO FAR. THESE INDIVIDUALS OBVIOUSLY DO NOT MEET THE REQUIREMENTS AS PRESCRIBED FAR 61.83. I OFTEN CAN HEAR THE AGGRAVATION IN THE CTLR'S VOICE WHEN HE MUST ASK (SOMETIMES 3 ATTEMPTS) AGAIN A LOCATION, PLT'S INTENT, OR EVEN AN ALT. THIS ALSO LEADS TO AGGRAVATION IN OTHER PLTS WHICH MUST SHARE THE AIRSPACE AND SAFETY WITH THESE FOREIGN IMMIGRANTS. I BELIEVE MORE STRINGENT AND EXPLICIT GUIDELINES SHOULD BE SET FORTH TO ENSURE MORE SAFETY WITH REGARD TO THIS RPT.
