Narrative:
I was working radar approach control position for approximately 10 mins with light/routine traffic. An aircraft was en route at 4000' about 1-3 mi south of an adjacent facility's boundary. Normal handoff is about 5 mi from the boundary. An air carrier inbound for landing was too high and it was apparent the aircraft could not descend in time for the ILS approach. I gave the aircraft a turn off the localizer for descent when the center controller called. He complained that I could not turn the air carrier at center's altitude. I became involved in explaining that the letter of agreement allowed it, and as I hung up I realized my en route traffic was 3 mi from the adjacent boundary. I called the facility but selected the wrong facility. Realizing my mistake, I called the correct facility and made the handoff at the common boundary. Contributing factors: my inexperience dealing with the new facility procedure (started (4/X/89); recent radar time was mostly training others; overly concerned with training in progress; and not mentally prepared to divorce myself of the overall responsibility for the evening shift. Corrective action: recommend a higher level of proficiency on my part--actual controling the traffic as opposed to monitoring a developmental and divorcing my thoughts from management problems while controling traffic.

Title: REPORTER GAVE LATE HANDOFF TO ADJACENT FAC.
Narrative: I WAS WORKING RADAR APCH CTL POS FOR APPROX 10 MINS WITH LIGHT/ROUTINE TFC. AN ACFT WAS ENRTE AT 4000' ABOUT 1-3 MI S OF AN ADJACENT FAC'S BOUNDARY. NORMAL HDOF IS ABOUT 5 MI FROM THE BOUNDARY. AN ACR INBND FOR LNDG WAS TOO HIGH AND IT WAS APPARENT THE ACFT COULD NOT DSND IN TIME FOR THE ILS APCH. I GAVE THE ACFT A TURN OFF THE LOC FOR DSCNT WHEN THE CENTER CTLR CALLED. HE COMPLAINED THAT I COULD NOT TURN THE ACR AT CENTER'S ALT.
