Narrative:
We were parked in #1 position in the block at dca for runway 36 with brakes set. Another aircraft pulled up on our left side and stopped. Tower held us and cleared other aircraft onto runway 36/ as other aircraft taxied by his right wingtip, contacted our left wingtip. Rear wingtip light and left landing light was broken on our aircraft. Lights were changed and aircraft was back in service. Other aircraft had to have lights and wingtip replaced. Other aircraft simply parked too close to us and did not have proper wing clearance to taxi by. Both aircraft were swept wing type and wingtips are not visible from cockpit. Error in judgement by other pilot.
