Narrative:
Air carrier X widebody transport cleared to land runway 22R, air carrier Y told to cross 22R at intersection H, air carrier Z told to cross runway 22R at intersection J. Both xings had to break prior to crossing because air carrier X landed on runway in front of them. Callback conversation with reporter revealed the following: WX 600 overcast. Could not remember visibility. Experience: 3 years radar, 3 years tower. The reporter stated he had just been relieved from the local control position one minute prior to the incident. He had instructed air carrier Y and Z to hold short of runway 22R, because air carrier X was on final approach and cleared to land. The relieving controller had been briefed about the traffic and assumed the position. The relieving controller then cleared air carrier Y and Z to cross runway 22R. Both aircraft had started taxi to cross the runway. Air carrier Y saw the aircraft on final approach and called this to the attention of the tower. Both aircraft stopped short of the runway across the hold lines. The facility processed the incident as a system error. Relieving controller had only been certified 3 months.

Title: TWO ACFT CLEARED TO CROSS A RWY WITH ACFT SHORT FINAL. ACFT HAD CROSSED HOLD BARS STOPPED SHORT OF RWY. SYSTEM ERROR.
Narrative: ACR X WDB CLRED TO LAND RWY 22R, ACR Y TOLD TO CROSS 22R AT INTXN H, ACR Z TOLD TO CROSS RWY 22R AT INTXN J. BOTH XINGS HAD TO BREAK PRIOR TO XING BECAUSE ACR X LANDED ON RWY IN FRONT OF THEM. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: WX 600 OVCST. COULD NOT REMEMBER VISIBILITY. EXPERIENCE: 3 YEARS RADAR, 3 YEARS TWR. THE REPORTER STATED HE HAD JUST BEEN RELIEVED FROM THE LCL CTL POSITION ONE MINUTE PRIOR TO THE INCIDENT. HE HAD INSTRUCTED ACR Y AND Z TO HOLD SHORT OF RWY 22R, BECAUSE ACR X WAS ON FINAL APCH AND CLRED TO LAND. THE RELIEVING CTLR HAD BEEN BRIEFED ABOUT THE TFC AND ASSUMED THE POSITION. THE RELIEVING CTLR THEN CLRED ACR Y AND Z TO CROSS RWY 22R. BOTH ACFT HAD STARTED TAXI TO CROSS THE RWY. ACR Y SAW THE ACFT ON FINAL APCH AND CALLED THIS TO THE ATTN OF THE TWR. BOTH ACFT STOPPED SHORT OF THE RWY ACROSS THE HOLD LINES. THE FAC PROCESSED THE INCIDENT AS A SYSTEM ERROR. RELIEVING CTLR HAD ONLY BEEN CERTIFIED 3 MONTHS.
