Narrative:
The approach control radios and handling of traffic was in chaos. This resulted in our being cleared to taxi across runway 24L when there was an airplane landing on runway 24L. Tower thought he was on runway 24R. There was so much confusion that any cues to tower or the aircraft landing on the wrong runway were missed by both. This was a very similar situation where there was a fatal crash at the same airport and runway, so I guess the problem has not been fixed. There was nothing to prevent a similar occurrence if an aircraft had been in position on runway 24L.
