Narrative:
We were conducting a visual approach to runway 3, cleared to land. A light aircraft was cleared to land on intersecting runway 7 'hold short of runway 3'. The small aircraft dove for the threshold and was in marginal control of aircraft and it appeared very doubtful that he could, in fact, hold short of runway 3. We executed a missed approach to avoid probable collision.

Narrative: WE WERE CONDUCTING A VISUAL APCH TO RWY 3, CLRED TO LAND. A LIGHT ACFT WAS CLRED TO LAND ON INTERSECTING RWY 7 'HOLD SHORT OF RWY 3'.
