Narrative:

I received an commercial radio message showing an estimate at 27 north 6220 west on air carrier X at XX22Z. I figured the aircraft was southbound and that I had not yet received any strips on the aircraft from ZNY. There was also no proposal strip for air carrier X from mtpd or active strips in the strip bay. The next commercial radio message I received showed a progress at XX30 north 6044 west on air carrier X at XX46Z, estimating 27 north 6220 west at XX22Z at FL350. At this time I notified the supervisor of the situation. Next I called arinc to have them get all the information on air carrier X. I then called ZNY to see if they could accept the aircraft at FL370 since there was traffic, air carrier Y crossing air carrier X's course, also at FL350. Air carrier Y's course was 27 north 60 west direct to 20 north 65 west. ZNY approved the estimate and altitude of FL370. After I got off the line with ZNY, I called commercial radio back and climbed air carrier X to FL370. I told commercial radio to call back on the landline when he was level. After climbing air carrier X, I proceeded to call mtpd to see if in fact they had not passed an estimate on air carrier X at 18 north 5914 west. They said they had made a mistake and had not passed the estimate. I then entered the flight plan in the computer after I received the information from commercial radio. Next, I received a call from commercial radio advising that air carrier X was level at FL370. Later when commercial radio messages were checked, a progress was found on air carrier X at 18 north 5914 west. The message was sent at XX19Z. I was signed on the position at XX22Z and never saw the progress message on air carrier X.

Title: LOSS OF SEPARATION OCCURRED BETWEEN ACFT IN A NON RADAR OCEANIC AREA DUE TO NO FLT PROGRESS STRIP.

Narrative: I RECEIVED AN COMMERCIAL RADIO MESSAGE SHOWING AN ESTIMATE AT 27 N 6220 W ON ACR X AT XX22Z. I FIGURED THE ACFT WAS SBND AND THAT I HAD NOT YET RECEIVED ANY STRIPS ON THE ACFT FROM ZNY. THERE WAS ALSO NO PROPOSAL STRIP FOR ACR X FROM MTPD OR ACTIVE STRIPS IN THE STRIP BAY. THE NEXT COMMERCIAL RADIO MESSAGE I RECEIVED SHOWED A PROGRESS AT XX30 N 6044 W ON ACR X AT XX46Z, ESTIMATING 27 N 6220 W AT XX22Z AT FL350. AT THIS TIME I NOTIFIED THE SUPVR OF THE SITUATION. NEXT I CALLED ARINC TO HAVE THEM GET ALL THE INFO ON ACR X. I THEN CALLED ZNY TO SEE IF THEY COULD ACCEPT THE ACFT AT FL370 SINCE THERE WAS TFC, ACR Y XING ACR X'S COURSE, ALSO AT FL350. ACR Y'S COURSE WAS 27 N 60 W DIRECT TO 20 N 65 W. ZNY APPROVED THE ESTIMATE AND ALT OF FL370. AFTER I GOT OFF THE LINE WITH ZNY, I CALLED COMMERCIAL RADIO BACK AND CLIMBED ACR X TO FL370. I TOLD COMMERCIAL RADIO TO CALL BACK ON THE LANDLINE WHEN HE WAS LEVEL. AFTER CLIMBING ACR X, I PROCEEDED TO CALL MTPD TO SEE IF IN FACT THEY HAD NOT PASSED AN ESTIMATE ON ACR X AT 18 N 5914 W. THEY SAID THEY HAD MADE A MISTAKE AND HAD NOT PASSED THE ESTIMATE. I THEN ENTERED THE FLT PLAN IN THE COMPUTER AFTER I RECEIVED THE INFO FROM COMMERCIAL RADIO. NEXT, I RECEIVED A CALL FROM COMMERCIAL RADIO ADVISING THAT ACR X WAS LEVEL AT FL370. LATER WHEN COMMERCIAL RADIO MESSAGES WERE CHECKED, A PROGRESS WAS FOUND ON ACR X AT 18 N 5914 W. THE MESSAGE WAS SENT AT XX19Z. I WAS SIGNED ON THE POSITION AT XX22Z AND NEVER SAW THE PROGRESS MESSAGE ON ACR X.
