Narrative:
On sep/mon/89, san juan cerap relinquished control of their controled airspace due to the adverse effects of hurricane hugo. A contingency plan dated 4/81 was invoked thereby delegating their airspace to miami and new york centers. The shaded areas on enclosed map denote miami's assumption (including airspace along G431 and A555). All other airspace delegated to new york. Although the contingency plan specified notification procedures and airspace assignment, it failed to cover separation standards, air traffic procedures (including coordination, transfer of control, etc). Air carrier X departed tncc for eham. Since no voice communications were available, maiquetia control transferred flight plan data via teletype to ZMA. For reasons unknown, miami was unaware of the aircraft's presence through its assumed airspace. Consequently, they failed to coordinate with ZNY. Air carrier X was at FL290. Air carrier Y was rerouted via 20/60..19/63 pjm by sector 99 and given altitude clearance to FL290. Air carrier Y reported 20/60 at XA16Z. Air carrier X reported 20/60 at XA27Z, making their co-incident time at XA22Z. The error was discovered when air carrier X reported 60 west. A previous position report by the a/C did not get the attention necessary to prevent the error (there are many factors for this, primary through, is inexperience).

Title: LOSS OF SEPARATION OCCURRED BETWEEN TWO ACR'S IN OCEANIC AIRSPACE.
Narrative: ON SEP/MON/89, SAN JUAN CERAP RELINQUISHED CONTROL OF THEIR CTLED AIRSPACE DUE TO THE ADVERSE EFFECTS OF HURRICANE HUGO. A CONTINGENCY PLAN DATED 4/81 WAS INVOKED THEREBY DELEGATING THEIR AIRSPACE TO MIAMI AND NEW YORK CENTERS.
