Narrative:
The flight crew was returning to lrd to clear customs with cargo from ZZZZ. A metroliner was issued a 'line up and wait' on runway 14; and our aircraft was cleared to land runway 17R (an intersecting runway with runway 14) on landing and initial roll-out the controller cleared the waiting metroliner to takeoff. We had not reached; or passed the intersecting runway. The captain applied maximum breaking as I called 'abort; abort; abort' to the other aircraft. We stopped prior to the intersecting runway; and were challenged by the controller for stopping on the runway; which I responded that we were alarmed by the fact that he had cleared the other aircraft to takeoff well before we had reach or cleared the intersecting runway.
