Using a king 95 FLIP-flop radio; I tuned frequencys; checked local WX and then to CTAF. I announced taxiing for 16 gravel; while taxiing. I announced taking 16 gravel for departure; prior to taking 16 gravel and while swinging north to look for approaching traffic. I took off 16 gravel and passed intersection of 16 gravel and runway 9 at about 250 ft AGL. A cessna passed approximately 150 ft under me while taking off on runway 9. Neither of us took evasive action; I didn't see him until he had passed under me. WX was bright and sunny; wind from the southeast at approximately 8 KTS. The top of the cessna's wings were white.
