Narrative:
At approximately XA00 I prepared for a local flight at paaq in palmer; ak. Preflight and run-up were normal. Wind was approximately 8 KTS from the southeast. Using a king 95 FLIP-flop radio; I tuned frequencys; checked local WX and then to CTAF. I announced taxiing for 16 gravel; while taxiing. I announced taking 16 gravel for departure; prior to taking 16 gravel and while swinging north to look for approaching traffic. I took off 16 gravel and passed intersection of 16 gravel and runway 9 at about 250 ft AGL. A cessna passed approximately 150 ft under me while taking off on runway 9. Neither of us took evasive action; I didn't see him until he had passed under me. WX was bright and sunny; wind from the southeast at approximately 8 KTS. The top of the cessna's wings were white.

Narrative: AT APPROX XA00 I PREPARED FOR A LCL FLT AT PAAQ IN PALMER; AK. PREFLT AND RUN-UP WERE NORMAL. WIND WAS APPROX 8 KTS FROM THE SE. USING A KING 95 FLIP-FLOP RADIO; I TUNED FREQS; CHKED LCL WX AND THEN TO CTAF. I ANNOUNCED TAXIING FOR 16 GRAVEL; WHILE TAXIING. I ANNOUNCED TAKING 16 GRAVEL FOR DEP; PRIOR TO TAKING 16 GRAVEL AND WHILE SWINGING N TO LOOK FOR APCHING TFC. I TOOK OFF 16 GRAVEL AND PASSED INTXN OF 16 GRAVEL AND RWY 9 AT ABOUT 250 FT AGL. A CESSNA PASSED APPROX 150 FT UNDER ME WHILE TAKING OFF ON RWY 9. NEITHER OF US TOOK EVASIVE ACTION; I DIDN'T SEE HIM UNTIL HE HAD PASSED UNDER ME. WX WAS BRIGHT AND SUNNY; WIND FROM THE SE AT APPROX 8 KTS. THE TOP OF THE CESSNA'S WINGS WERE WHITE.
