Narrative:
I asked for a midfield takeoff on 16R. At that time I told the female controller my destination (coeur D'alene), that I was flying east and requested a left turn departure. She responded, 'cleared for takeoff 16R, left turn approved'. Upon lifting off but prior to my turn, I checked left and spotted an small aircraft abeam my left wing departure 16L at paine field. I called the tower, stating 'I have traffic on my left departing 16L'. The controller asked my identification # then called the small aircraft and asked him if he still intended to turn west and asked him if he had me in sight. I finally climbed above and well behind the small aircraft as he extended his southerly path. This was accomplished by our (sna and I) coordinating by voice via the tower frequency. I feel the controller did not have a grasp of the situation nor did she plan ahead for possible collision courses when she knew each of our intentions (and cleared turns) beforehand.

Title: SMA PLT CLEARED FOR TKOF ON RIGHT RWY, LEFT TURN OUT. SECOND SMA CLEARED FOR TKOF ON LEFT RWY WITH RIGHT TURN OUT.
Narrative: I ASKED FOR A MIDFIELD TKOF ON 16R. AT THAT TIME I TOLD THE FEMALE CTLR MY DEST (COEUR D'ALENE), THAT I WAS FLYING EAST AND REQUESTED A LEFT TURN DEP. SHE RESPONDED, 'CLRED FOR TKOF 16R, LEFT TURN APPROVED'. UPON LIFTING OFF BUT PRIOR TO MY TURN, I CHECKED LEFT AND SPOTTED AN SMA ABEAM MY LEFT WING DEP 16L AT PAINE FIELD. I CALLED THE TWR, STATING 'I HAVE TFC ON MY LEFT DEPARTING 16L'. THE CTLR ASKED MY ID # THEN CALLED THE SMA AND ASKED HIM IF HE STILL INTENDED TO TURN WEST AND ASKED HIM IF HE HAD ME IN SIGHT. I FINALLY CLIMBED ABOVE AND WELL BEHIND THE SMA AS HE EXTENDED HIS SOUTHERLY PATH. THIS WAS ACCOMPLISHED BY OUR (SNA AND I) COORDINATING BY VOICE VIA THE TWR FREQ. I FEEL THE CTLR DID NOT HAVE A GRASP OF THE SITUATION NOR DID SHE PLAN AHEAD FOR POSSIBLE COLLISION COURSES WHEN SHE KNEW EACH OF OUR INTENTIONS (AND CLRED TURNS) BEFOREHAND.
