Narrative:
In nearing airport, approach asked us what we needed to shoot approach due to fog. Captain replied '1200 RVR.' approach said currently at roc it was, '1400 RVR...what are your intentions?' captain replied, 'we will shoot approach.' we were then cleared for ILS runway 4 approach. When handed off to tower, same response. We were cleared for the approach. Approach conducted, non eventful, all systems 4.0. Later upon checking WX and NOTAMS again, it was noted that runway 4 ILS CAT ii north/a.
