Narrative:

Small aircraft X had just been cleared for takeoff on runway 13L and forgotten. Small transport Y was rolling out on runway 13R and was instructed to 'turn left at 17 (intersection), cross runway 13L and contact ground control.' as small transport Y crossed the hold short lines, the conflict was observed and small transport Y was immediately told to 'hold.' small aircraft X was told to 'cancel takeoff clearance.' small transport Y stopped across the hold lines, but outside of the runway edge lines. Small aircraft X kept rolling and was issued 'caution for aircraft ahead of your right,' and eventually took off.

Title: SMT WAS CLEARED TO CROSS RWY WHILE AN SMA WAS DEPARTING.

Narrative: SMA X HAD JUST BEEN CLRED FOR TKOF ON RWY 13L AND FORGOTTEN. SMT Y WAS ROLLING OUT ON RWY 13R AND WAS INSTRUCTED TO 'TURN LEFT AT 17 (INTXN), CROSS RWY 13L AND CONTACT GND CTL.' AS SMT Y CROSSED THE HOLD SHORT LINES, THE CONFLICT WAS OBSERVED AND SMT Y WAS IMMEDIATELY TOLD TO 'HOLD.' SMA X WAS TOLD TO 'CANCEL TKOF CLRNC.'
