Narrative:
En route iad-lga at FL210 was in and out of clouds. Strong easterly to southerly wing with some up- and downdrafts, airspeed deviated about 20 KTS. WX at destination 500 overcast 2 1/2 rw-F. Captain is on high minimum. This means adding 100' to decision height and on this approach having 6000 RVR. Received poor intercept heading due to strong wings. Was high when intercepting localizer but was able to get down and fly a stabilized approach. No runway at decision height so went around. Tried twice more with 2 more go arounds, then diverted to ewr and landed. WX went down at ewr after landing. Good that I added enough additional fuel so that even after 3 missed apches I had enough fuel to go to original alternate, pit if necessary. Supplemental information from acn 123084: another air carrier pilot occupied one jump seat and an FAA air carrier inspector occupied the second jump seat. The captain was restr to high minimums, having accumulated less than 100 hours PIC.

Title: HIGH MINIMUM CAPT MADE SEVERAL APCHES AND MISSED APCH PRIOR TO DIVERTING. COCKPIT MANAGEMENT AND COORD APPARENT ISSUES.
Narrative: ENRTE IAD-LGA AT FL210 WAS IN AND OUT OF CLOUDS. STRONG EASTERLY TO SOUTHERLY WING WITH SOME UP- AND DOWNDRAFTS, AIRSPEED DEVIATED ABOUT 20 KTS. WX AT DEST 500 OVERCAST 2 1/2 RW-F. CAPT IS ON HIGH MINIMUM. THIS MEANS ADDING 100' TO DECISION HEIGHT AND ON THIS APCH HAVING 6000 RVR. RECEIVED POOR INTERCEPT HDG DUE TO STRONG WINGS. WAS HIGH WHEN INTERCEPTING LOC BUT WAS ABLE TO GET DOWN AND FLY A STABILIZED APCH. NO RWY AT DECISION HEIGHT SO WENT AROUND. TRIED TWICE MORE WITH 2 MORE GO AROUNDS, THEN DIVERTED TO EWR AND LANDED. WX WENT DOWN AT EWR AFTER LNDG. GOOD THAT I ADDED ENOUGH ADDITIONAL FUEL SO THAT EVEN AFTER 3 MISSED APCHES I HAD ENOUGH FUEL TO GO TO ORIGINAL ALTERNATE, PIT IF NECESSARY. SUPPLEMENTAL INFORMATION FROM ACN 123084: ANOTHER AIR CARRIER PLT OCCUPIED ONE JUMP SEAT AND AN FAA AIR CARRIER INSPECTOR OCCUPIED THE SECOND JUMP SEAT. THE CAPT WAS RESTR TO HIGH MINIMUMS, HAVING ACCUMULATED LESS THAN 100 HRS PIC.
