Narrative:

I am forwarding a safety concern I have regarding continuing failure to repair a 767 engine control which resulted in a high speed abort; causing a tire failure. It is my concern that there is a significant issue with the left engine fuel control system of some type; whose failure to fully trouble shoot and repair caused a high speed; heavy weight abort with tire failure. The potential outcome of the abort could have been so much worse. On the next flight the capt. Reported the same surge at V1. This issues needs to be thoroughly investigated and repaired. Passengers and crew are being placed at risk.
