Narrative:

After takeoff from bfl we were cleared to 9000' and a heading of 160 degree. We were later cleared to 11,000' and a heading of 120 degree. We broke out on top between 9000 and 10,000. After reaching 11,000 the controller hesitated like he wanted us to level off at a lower altitude. He then cleared us to 12,000 and called out traffic at 11,000, 12 O'clock 5 mi. The single-engine aircraft took evasive action to our left and his right using between 45 and 60 degree of bank in a level turn. We were passing 11,200 when he passed off our left wingtip at approximately 1000' lateral separation.
