Narrative:
Ont departure told us to turn 180 degrees because ZLA was too busy to handle us (flight from ont-psp). After 125 degrees of turn, ont departure turned us back around through our original heading to intercept. ZLA asked us what they were doing turning us. We told them what had occurred, and they said ont departure was 'playing games.' he (ZLA) asked us if we could see san jacinto mountain, which we could. We were not at a proper altitude for being that close. San jacinto 10800'--we should have been at 13000'.

Title: ACR MLG ADVISED BY ZLA THAT THEY HAD LESS THAN STANDARD SEPARATION FROM A MOUNTAIN IN THEIR VICINITY AND STATED THAT THEY WERE AT THE WRONG ALT FOR THAT AREA. ERRONEOUS OFF-COURSE TRACK AND HANDLING BY ONT DEP CTL.
Narrative: ONT DEP TOLD US TO TURN 180 DEGS BECAUSE ZLA WAS TOO BUSY TO HANDLE US (FLT FROM ONT-PSP). AFTER 125 DEGS OF TURN, ONT DEP TURNED US BACK AROUND THROUGH OUR ORIGINAL HDG TO INTERCEPT. ZLA ASKED US WHAT THEY WERE DOING TURNING US. WE TOLD THEM WHAT HAD OCCURRED, AND THEY SAID ONT DEP WAS 'PLAYING GAMES.' HE (ZLA) ASKED US IF WE COULD SEE SAN JACINTO MOUNTAIN, WHICH WE COULD. WE WERE NOT AT A PROPER ALT FOR BEING THAT CLOSE. SAN JACINTO 10800'--WE SHOULD HAVE BEEN AT 13000'.
