Narrative:

Departed iad, given a vector to intercept J518. Radios verified and checked and turned for proper radial, frequency and operation after ATC notified me of being 10 DME north of the arwy. The dci needle never moved. I exercised the obs by rotating it and the needle 'flung' across the face of the VOR-cal instrument. We wrote up a maintenance repair on #1 VOR in the log book. (Note: first officer VOR set to subsequent fix, but distance gave unreliable indication.)
