Narrative:
After receiving clearance for a south departure, I flew straight out heading 270 degrees until 1300'. I then turned to heading 180 degrees, and while climbing out, I saw a plane approaching from my left at 1800' (against the left traffic pattern). I flashed my landing light and saw no response. I then dove and turned left, and passed below and behind the other plane. I don't think he was under control of the tower, or even knew he was there. The other plane was flying into the haze with the sun behind it, and visibility was bad.

Title: CLOSE PROX 2 GA SMA ACFT IN RAL ATA.
Narrative: AFTER RECEIVING CLRNC FOR A S DEP, I FLEW STRAIGHT OUT HDG 270 DEGS UNTIL 1300'. I THEN TURNED TO HDG 180 DEGS, AND WHILE CLBING OUT, I SAW A PLANE APCHING FROM MY LEFT AT 1800' (AGAINST THE LEFT TFC PATTERN). I FLASHED MY LNDG LIGHT AND SAW NO RESPONSE. I THEN DOVE AND TURNED LEFT, AND PASSED BELOW AND BEHIND THE OTHER PLANE. I DON'T THINK HE WAS UNDER CTL OF THE TWR, OR EVEN KNEW HE WAS THERE. THE OTHER PLANE WAS FLYING INTO THE HAZE WITH THE SUN BEHIND IT, AND VISIBILITY WAS BAD.
