Narrative:
I had corp X on vectors to land at mia, and I was working an IFR approach to pmp, a VFR practice approach to fxe, and a VFR aircraft that had to descend to maintain VFR conditions into fxe tower airspace, plus 2 other aircraft. The pilot of X reported that small aircraft Y, at his altitude (3000'), had just missed him and that the top of overcast was approximately 2800'. I think X climbed and turned to avoid this traffic. The time the pilot called, I was on the handoff line coordinating with fxe tower for the VFR that was descending. Small aircraft Y had intermittent mode C that came on every 4-7 sweeps. This possibly could have been avoided with a handoff person and better radar.
