Narrative:
Aircraft X; a VFR P28R; called inbound from the northwest practice area for short-approach touch-and-goes for the advertised runway (runway 7). Aircraft X successfully completed several short-approached options on runway 7. Winds were calm and appeared to be no factor. During my routine scan of all aircraft on final; I checked for landing gear. Aircraft X did not have landing gear down. Aircraft X had just completed a short-approach for option clearance and was less than; what appeared to be; 10 feet over the runway. I transmitted over local frequency; gear; gear; gear; go around; go around; go around. As I was doing this my ground controller also pointed and alerted me to the unsafe landing gear situation. I did not issue the call sign when I issued the go around instructions. Aircraft X in the downwind was then asked if any assistance was needed; a negative reply was stated. Subsequently; the aircraft then made a full stop landing.
