Narrative:
Was orbiting 25 mi northwest of the medford VOR, talking to seattle center to get an IFR clearance, we were squawking 1200 and the controller had told us that he had us radar contact. While I was copying a new transponder code from the controller we had a near miss with a single engine aircraft. After the incident I heard the controller talking to the other aircraft and he vectored us both away from each other. From the sound of the radio communication it sounded like he had both of us on radar yet failed to give any kind of advisory.
