Narrative:
Without having [enough] manpower on duty we had to tow aircraft dark at night time. This is a FAA regulation that we had to break because of management not covering any outage or wanting to give out overtime. I hope this problem will be addressed and we can move forward with lighting up aircraft at nighttime per FAA regulations.
