Narrative:
Medford approach told me to contact ZSE for radar advisories after I passed medford airport. I did so, received a transponder code, and was informed of traffic at 12 O'clock and 3 mi at 7000' (unverified), same direction. I remarked that I did not see the traffic. Shortly after the center controller had informed me of the traffic at 12 O'clock--an small aircraft called center, reporting his position as very close to where I was. He told the controller that he did not wish to continue VFR below the deck over the terrain, and asked for an IFR to on top (10000' tops reported) for continuation of his flight to newberg, or. He said that he was circling, although I do not remember if he called out his altitude. The controller proceeded to work with him to get him idented, etc, which I was debating the wisdom of continuing direct roseburg. Apparently the small transport pilot and I had reached the same conclusion about continuing VFR over the terrain, although the solution that each of us chose was different (my aircraft is not INS equipped). Just after I began to question the wisdom of continuing direct roseburg, I looked left (west) to see if I could see all the way to grant's pass under the clouds. Guess what I saw, instead? Mr. Small aircraft, wheels up and all, in a shallow left bank, coming directly toward me T exactly 6500', perhaps 400-500' away. It took me about 1 second to get over the disbelief of what I was seeing, and another second to decide how to get out of his way. Rather than pull up and risk losing visibility conditions by entering the overcast, I pulled a hard right turn (slightly greater than 90 degrees of bank) and peeled away as fast as I could. Fortunately, I have some aerobatic experience and a responsive aircraft. After recovering from the steep turn and dive, I looked around and tried to reorient myself. I asked the small aircraft pilot directly if he had me in sight, and he responded that he had just seen an aircraft pull away from him. I then told the controller that we just had a near midair collision, and he calmly told me that the small aircraft was the traffic that he had previously pointed out at 12 O'clock. What a surprise! A little late on that one, buddy.

HE TOLD THE CTLR THAT HE DID NOT WISH TO CONTINUE VFR BELOW THE DECK OVER THE TERRAIN, AND ASKED FOR AN IFR TO ON TOP (10000' TOPS RPTED) FOR CONTINUATION OF HIS FLT TO NEWBERG, OR. HE SAID THAT HE WAS CIRCLING, ALTHOUGH I DO NOT REMEMBER IF HE CALLED OUT HIS ALT. SMA, WHEELS UP AND ALL, IN A SHALLOW LEFT BANK, COMING DIRECTLY TOWARD ME T EXACTLY 6500', PERHAPS 400-500' AWAY. IT TOOK ME ABOUT 1 SEC TO GET OVER THE DISBELIEF OF WHAT I WAS SEEING, AND ANOTHER SECOND TO DECIDE HOW TO GET OUT OF HIS WAY. RATHER THAN PULL UP AND RISK LOSING VIS CONDITIONS BY ENTERING THE OVCST, I PULLED A HARD RIGHT TURN (SLIGHTLY GREATER THAN 90 DEGS OF BANK) AND PEELED AWAY AS FAST AS I COULD.
