Narrative:
Pdx runway 10L closed. Runway 10R was primary runway. Tower instructed us to 'taxi into position 10R and hold, be ready for immediate takeoff, traffic on 4 mi final.' we acknowledged, 'roger.' then we got 'cleared for takeoff 10R.' I came up with the power, released brakes, started my takeoff roll and immediately noticed 2 fgt's Y crossing downfield about 2800 ft in front of us. They were crossing from taxiway gulf across 10R onto taxiway 53A. We barely started to roll and our power was not yet set to takeoff power. I came back to idle, stopped aircraft on runway, using about 200-300 ft and told tower about fgt's Y. Tower immediately cancelled our takeoff clearance. The aircraft (2) was still on approach to 10R and on short final. After fgt's Y cleared 10R, we were cleared immediately takeoff, aircraft Z on 1-2 mi final. We never heard any mention of the fgt's Y from tower or ground, and we never heard the fgt's Y transmit on VHF. I can only assume they were using UHF and talking to ground control.
Original NASA ASRS Text
Title: GND CONFLICT AT PDX BETWEEN ACR MLG CLEARED FOR TKOF ON 10R AND 2 FGT'S CROSSING DOWNFIELD.
Narrative: PDX RWY 10L CLOSED. RWY 10R WAS PRIMARY RWY. TWR INSTRUCTED US TO 'TAXI INTO POS 10R AND HOLD, BE READY FOR IMMEDIATE TKOF, TFC ON 4 MI FINAL.' WE ACKNOWLEDGED, 'ROGER.' THEN WE GOT 'CLRED FOR TKOF 10R.' I CAME UP WITH THE PWR, RELEASED BRAKES, STARTED MY TKOF ROLL AND IMMEDIATELY NOTICED 2 FGT'S Y XING DOWNFIELD ABOUT 2800 FT IN FRONT OF US. THEY WERE XING FROM TXWY GULF ACROSS 10R ONTO TXWY 53A. WE BARELY STARTED TO ROLL AND OUR PWR WAS NOT YET SET TO TKOF PWR. I CAME BACK TO IDLE, STOPPED ACFT ON RWY, USING ABOUT 200-300 FT AND TOLD TWR ABOUT FGT'S Y. TWR IMMEDIATELY CANCELLED OUR TKOF CLRNC. THE ACFT (2) WAS STILL ON APCH TO 10R AND ON SHORT FINAL. AFTER FGT'S Y CLRED 10R, WE WERE CLRED IMMEDIATELY TKOF, ACFT Z ON 1-2 MI FINAL. WE NEVER HEARD ANY MENTION OF THE FGT'S Y FROM TWR OR GND, AND WE NEVER HEARD THE FGT'S Y XMIT ON VHF. I CAN ONLY ASSUME THEY WERE USING UHF AND TALKING TO GND CTL.
