Narrative:

After landing at manila, my first officer contacted ramp control 121.7 instead of 121.9 (ground control) and told him we wanted to taxi to spot one. The ramp controller 'cleared' us to spot one and we taxied across runway 13. We looked for traffic and did not see anyone on the runway. As we were clearing the runway, I saw an light transport (twin propeller) taking off approximately 4-5000' down the runway we had just crossed. I did not know we had gotten 'clearance' on ramp control. There was no near miss involved, however, there was a conflict in clearance. Ramp could not clear us to taxi, however, that was the terminology they used.

Title: RWY TRANSGRESSION.

Narrative: AFTER LNDG AT MANILA, MY F/O CONTACTED RAMP CTL 121.7 INSTEAD OF 121.9 (GND CTL) AND TOLD HIM WE WANTED TO TAXI TO SPOT ONE. THE RAMP CTLR 'CLRED' US TO SPOT ONE AND WE TAXIED ACROSS RWY 13. WE LOOKED FOR TFC AND DID NOT SEE ANYONE ON THE RWY. AS WE WERE CLEARING THE RWY, I SAW AN LTT (TWIN PROPELLER) TAKING OFF APPROX 4-5000' DOWN THE RWY WE HAD JUST CROSSED. I DID NOT KNOW WE HAD GOTTEN 'CLRNC' ON RAMP CTL. THERE WAS NO NEAR MISS INVOLVED, HOWEVER, THERE WAS A CONFLICT IN CLRNC. RAMP COULD NOT CLEAR US TO TAXI, HOWEVER, THAT WAS THE TERMINOLOGY THEY USED.
