Narrative:

From tpa to atl we were told to slow to 250 KTS at approximately 24000' on descent into atl. The captain did this. We were cleared to cross 40 DME from atl VOR at 14000'. The captain started to increase airspeed to descend faster. I told him we were assigned 250 KTS. He said, 'I know that'. He proceeded to increase to 340 KTS. He did not use any speed brakes and would not advise ATC. We either could not make crossing restriction or could not maintain 250 KTS. With use of speed brakes we probably could have done both. Poor judgement on his part!

Title: SPEED DEVIATION IN DESCENT.

Narrative: FROM TPA TO ATL WE WERE TOLD TO SLOW TO 250 KTS AT APPROX 24000' ON DSCNT INTO ATL. THE CAPT DID THIS. WE WERE CLRED TO CROSS 40 DME FROM ATL VOR AT 14000'. THE CAPT STARTED TO INCREASE AIRSPD TO DSND FASTER. I TOLD HIM WE WERE ASSIGNED 250 KTS. HE SAID, 'I KNOW THAT'. HE PROCEEDED TO INCREASE TO 340 KTS. HE DID NOT USE ANY SPD BRAKES AND WOULD NOT ADVISE ATC. WE EITHER COULD NOT MAKE XING RESTRICTION OR COULD NOT MAINTAIN 250 KTS. WITH USE OF SPD BRAKES WE PROBABLY COULD HAVE DONE BOTH. POOR JUDGEMENT ON HIS PART!
