Narrative:
Cleared for takeoff by geu tower. We were told to follow a preceding small aircraft on a right downwind departure on runway 01. We completed our after takeoff items and were turning crosswind to downwind at 1800' MSL when small aircraft Y suddenly appeared no more than 50' above us. We immediately turned to the left to avoid the other aircraft. The small aircraft Y took no evasive action and continued on his heading. I called the tower about the near hit, and he told me that he had instructed the small aircraft Y to enter a left downwind for runway 01. He had been instructed to report northwest of the airport on the 45 degree for a left downwind, but had not done so. The tower told the small aircraft Y pilot to call him after he had landed, however I do not know if this was done. The tower personnel were looking out to the northwest for the small aircraft Y and did not know where he was until I called the tower about the close call. Contributing factors to the near hit were as follows: 1) the small aircraft Y pilot did not follow the tower's instructions and neglected to report his position. 2) both aircraft were low wing and were in a turn which blocked the area from both pilot positions. 3) the small aircraft Y was approximately 200' low from the traffic pattern altitude of 2000'.

Title: CLOSE PROX 2 GA SMA IN GEU ATA.
Narrative: CLRED FOR TKOF BY GEU TWR. WE WERE TOLD TO FOLLOW A PRECEDING SMA ON A RIGHT DOWNWIND DEP ON RWY 01. WE COMPLETED OUR AFTER TKOF ITEMS AND WERE TURNING XWIND TO DOWNWIND AT 1800' MSL WHEN SMA Y SUDDENLY APPEARED NO MORE THAN 50' ABOVE US. WE IMMEDIATELY TURNED TO THE LEFT TO AVOID THE OTHER ACFT. THE SMA Y TOOK NO EVASIVE ACTION AND CONTINUED ON HIS HDG. I CALLED THE TWR ABOUT THE NEAR HIT, AND HE TOLD ME THAT HE HAD INSTRUCTED THE SMA Y TO ENTER A LEFT DOWNWIND FOR RWY 01. HE HAD BEEN INSTRUCTED TO RPT NW OF THE ARPT ON THE 45 DEG FOR A LEFT DOWNWIND, BUT HAD NOT DONE SO. THE TWR TOLD THE SMA Y PLT TO CALL HIM AFTER HE HAD LANDED, HOWEVER I DO NOT KNOW IF THIS WAS DONE. THE TWR PERSONNEL WERE LOOKING OUT TO THE NW FOR THE SMA Y AND DID NOT KNOW WHERE HE WAS UNTIL I CALLED THE TWR ABOUT THE CLOSE CALL.
